  • MPOnline is an acronym for ‘MP Online Information for Citizen Empowerment’, the citizen services portal of Government of Madhya Pradesh (GoMP). MPOnline Limited is a Joint venture company between the Government of Madhya Pradesh (GoMP) through Madhya Pradesh State Electronics Development Corporation (MPSEDC) and TATA Consultancy Services Limited (TCS) with the objective of developing and operating the official portal for the Government of Madhya Pradesh.
  • MPOnline Portal is the initiative by the Government of Madhya Pradesh, to serve its citizen by providing them with G2C, G2B and B2C services at their doorstep to the common man via its portal- https://www.mponline.gov.in.
  • MPOnline has generated employment helped build capacity and motivated IT literacy in the state. MP is the only state where CSC’s are viable and the state Portal is running successfully
  • Our turnover has grown from Rs. 14 Lakhs in 2007-08 to Rs. 2.83 Crores in 2008-09 to Rs. 10.71 Crores in 2009-10 and 13.02 crores in 2010-11 and collection has increased from Rs 20 Lakhs to Rs 305 Crores in five years.
  • The number of successful transactions has increased from 25.53 Lakhs in 2009-10 to 70 lakhs in 2010-11.
  • MPOnline has increased its presence in almost every corner of Madhya Pradesh, expanding from less than 100 delivery centres in 2007-08 to over 2500 in 2009-10. We have added over 4500 CSCs to our delivery network and have also started operations in other states through approximately 100 Kiosks. The total kiosk count is around 7400+ in 2010-11.
  • The MPOnline infrastructure has been enhanced for increased processing and storage capability that lets us cater to high volume services. Our infrastructure now includes multiple high-end hex-core servers with 64 GB RAM, increased bandwidth of 45 MBPS link with a 16 MBPS back-up link and two fully functional SAN storage networks.
  • Should the need arise; we have the flexibility to further scale up our infrastructure at a short notice.
  • Financial model
    The project is being implemented on a Public Private Partnership mode adopting a Build-Own-Operate (BOO) model with no upfront financial burden on the State.
  • As per the Cabinet mandate given to MPOnline, all revenue is to be earned via a User Pay Model in which users pay for the services availed via the MPOnline portal. However, in a few cases, the department in question chooses to bear the costs instead of passing them on to the citizen.
  • As MPOnline does not charge any fee from the department for which the service has been developed and the application software is free for the department, there is no development cost at all. The development, server, maintenance and other indirect costs are initially incurred by MPOnline and have to be recovered via the user pay model over a period of three years.
  • Delivery Mechanism
    One of the unique challenges India faces is the lack of computer literacy of the very citizens at whom this initiative is aimed at. Until the Digital Divide is bridged, the ‘Assisted Access’ model is being used to deliver online services to citizens.
  • Under the Assisted Access model, MPOnline has established an extensive network of kiosks that provide infrastructure and trained personnel to deliver our online services.
  • For availing services on MPOnline Portal, citizens / businesses will have to pay a “service charge” over and above the “fee” for the Service. This service charge is shared between MPOnline Limited and the KIOSK. The “fee” collected will be passed on to the department / institution concerned for each service by MPOnline Ltd.
  • Payment Methods
    As with the service delivery mechanism, our payment methods are also suited to both those who use information technology comfortably and those who are challenged.
  • MPOnline Limited provides two types of modes mechanisms to its customers. Citizens and Business can either pay by Credit Card, Internet banking or by Cash. For Cash payment, citizens and business will have to avail services via an MPOnline Limited authorized Internet KIOSK.
  • Cash – The ground reality of the vast rural areas of India is that eCommerce is either unheard of, or is not trusted and that people still prefer to deal in cash. Our service delivery mechanism is geared to address this divide, too.
  • When a user has a preference for cash transactions, availing a service hosted on MPOnline is as simple as walking to the neighbourhood kiosk and paying for the services in cash.
  • Internet Banking – Any customer who has an account with State Bank of India can initiate an online transfer from his/her account to the MPOnline account to pay for services availed.
  • Credit/ Debit cards – The MPOnline portal is integrated with ICICI bank’s payment gateway and a user can use any Visa or Master Credit/Debit card to pay for services.

  • The objective is to develop a platform that can enable Government, private and social sector organizations to align their social and commercial goals for the benefit of the rural population in the remotest corners of the country through a combination of IT-based as well as non-IT-based services. It is on PPP model.
    The CSC Scheme, is approved by the Government of India and Implementing Agency is MPSEDC Ltd.
  • CSCs are the front-end delivery points for Government, private and social sector services to rural citizens of India in an integrated manner
  • CSC Scheme has a 3-tier implementation framework
    Local Village Level Entrepreneur (VLE), to service the rural consumer in a cluster of 5-6 villages
  • Service Centre Agency - to operate, manage and build the VLE network and business.
  • Four SCAs (AISECT, CMS, RELIANCE, NICT) have been identified for the State of Madhya Pradesh who will implement the scheme in different zones. A total number of 9232 CSCs has to be established.
  • The National Level Service Agency (NLSA) : Many of the potential citizen-centric services would lend themselves to aggregation at the national level. To enable the State-specific implementation plans to benefit from such economies of scale, aggregation of best practices, content providers, etc., the DIT has appointed M/s I L & F S as NLSA.
  • The Special Purpose Vehicle (SPV): In addition to the NLSA, an SPV has been proposed for the day-to-day monitoring of the CSC Scheme, in terms of channeling Government support, content aggregation, etc. While the SPV is proposed to be set up during the initial implementation phase of the Scheme, it is essentially an entity created to be an integral part of the CSC

  State Data Centre (SDC)
  • State Data Centre (SDC) has been identified as one of the important element of the core infrastructure for supporting e-Governance initiatives of NeGP.
  • State Data Centres for the States to consolidate services, applications and infrastructure to provide efficient electronic delivery of G2G, G2C and G2B services.
  • These services can be rendered by the States through common delivery platform seamlessly supported by core Connectivity Infrastructure such as State Wide Area Network (SWAN) and Common Service Centre (CSC) connectivity extended up to village level.
  • State Data Centre would provide many functionalities and some of the key functionalities are Central Repository of the State, Secure Data Storage, Online Delivery of Services, Citizen Information/Services Portal, State Intranet Portal, Disaster Recovery, Remote Management and Service Integration.
  • The State Data Centre is a key-supporting element of e-Government Initiatives & businesses for delivering services to the citizens with greater reliability, availability and serviceability.
    SDC provides better operations & management control and minimizes overall cost of Data Management, IT Management, Deployment and other costs.
  • State Data Centre acts as a mediator and convergence point between open unsecured public domain and sensitive government environment.
  • It enables various State departments to host their services/applications on a common infrastructure leading to ease of integration and efficient management, ensuring that computing resources and the support connectivity infrastructure (SWAN/NICNET) is adequately and optimally used.

  • During the year 2005-06 Human Resource Department, Government of India sanctioned ICT@ School Project for 230 schools of Madhya Pradesh. 446 teachers were trained of selected 230 schools by Bhoj (Open) University, Bhopal.
  • Govt. of India sanctioned another 1000 schools for the year 2008-09 on the basis of BOOT Model. Govt. of M.P. has already appointed Madhya Pradesh State Electronics Development Corporation as a nodal agency on "Turn Key basis". Madhya Pradesh State Electronics Development Corporation floated global tender for above mention purpose. Seven highly competent Companies have been pre-qualified and the Tender is in its culmination stage. Very soon the Companies will be provided with Request for Proposal and the Agreement Document and will be required to furnish their price proposals .

  • In the year 2002, DOS + GIST based data were ported in Windows (SQL) environment.
  • In the year 2003, NIC Started working for Land Records Computerization.
  • In the year 2003, NIC developed BhuAbhilekh software, Presently BhuAbhilekh Ver3R4 is running successfully in all the Tehsils.
  • In the year 2006, NIC developed District Data Centre software to distribute ROR/B1 copies of all the tehsils.
  • In the year 2007 LR data were hosted on Departmental website. Presently data of all 342 tehsils are available for public viewing.
  • LR data is being regularly updated in the supervision of Tehsildar under control of District Magistrate, using data extraction and data transmission utility developed by NIC.
  • The work of Digitization of Patwari naksha is under progress and NIC is developing a software for linking, viewing and printing of spatial (Naksha) and non spatial data.

  • A total of 22 State Level Emporiums spread across the length and breadth of the country apart from 14 development centers across the state providing lineage to nearly 10,000 artisans for their livelihood.
  • To cater to the growing needs of the department activities HSVN Supply Chain Management Software was envisaged. The HSVN SCM Project aims to fulfill two needs. Firstly, HSVN Sales Management which is a tool for emporiums to accomplish various task’s including Sales Management, Cash Management, Customer Management, and Inventory Management . Secondly, the HSVN Project aims to optimize supply chain management between the emporiums and procurement centers which included tracking of individual items from the artisans to end customer via emporiums thereby generating valuable MIS for the department. This MIS not only helped in synergizing planning and procurement but also helped various artisans associated with department to offer right product mix. With help of this MIS department was able to advise various artisans about the fast moving products, along with information on designs and saleable price expected.
